The gods sit in deliberation. Some say the Lord must be called from Vaikuntha, while others point toward the ocean of milk. Each imagines a distant divine residence from which protection must travel.
Shiva is present in the assembly and speaks when the moment opens. Hari is all pervading. In country, time, direction, and every space between directions, where could a place be found in which he is absent? Formless, beyond all, and unattached, he pervades the universe.
Love makes the hidden presence manifest as friction makes fire appear from wood. Wherever bhakti and affection fill the heart, the Lord reveals himself in that very manner. The assembly receives Shiva's words with delight and praises the everywhere present Brahman.
The gods search the heavens until Shiva reveals Hari waiting inside love.

बैठे सुर सब करहिं बिचारा। कहँ पाइअ प्रभु करिअ पुकारा।। पुर बैकुंठ जान कह कोई। कोउ कह पयनिधि बस प्रभु सोई।। जाके हृदयँ भगति जसि प्रीति। प्रभु तहँ प्रगट सदा तेहिं रीती।। तेहि समाज गिरिजा मैं रहेऊँ। अवसर पाइ बचन एक कहेऊँ।। हरि ब्यापक सर्बत्र समाना। प्रेम तें प्रगट होहिं मैं जाना।। देस काल दिसि बिदिसिहु माहीं। कहहु सो कहाँ जहाँ प्रभु नाहीं।। अग जगमय सब रहित बिरागी। प्रेम तें प्रभु प्रगटइ जिमि आगी।। मोर बचन सब के मन माना। साधु साधु करि ब्रह्म बखाना।।
All the gods sat together and deliberated: "Where can we find the Lord? Where shall we cry out to Him?" One said, "Let us go to Vaikuntha." Another said, "The Lord rests upon the Ocean of Milk."
