Vasishtha Declares Ram Sovereign over Every Power

At the proper moment Vasishtha addresses the council and Bharata. Ram is the pillar of dharma, sun of the solar line, king, and self-sovereign Lord.
He is true to vows, guardian of scripture's bridge, obedient to guru, father, and mother, destroyer of evil, and benefactor of the gods. No one knows policy, love, spiritual good, and worldly good as he does.
Brahma, Vishnu, Shiva, moon, sun, guardians of direction, maya, soul, action, lineage, time, earthly and serpent kings, and every praised yogic power all stand beneath his rule. The assembly must therefore begin with the one fact larger than its dilemma: Ram's command rests upon every head.
Before seeking a way to move Ram, Vasishtha asks the council to see that every power already stands beneath Ram's command.

बोले मुनिबरु समय समाना। सुनहु सभासद भरत सुजाना।। धरम धुरीन भानुकुल भानू। राजा रामु स्वबस भगवानू।। सत्यसंध पालक श्रुति सेतू। राम जनमु जग मंगल हेतू।। गुर पितु मातु बचन अनुसारी। खल दलु दलन देव हितकारी।। नीति प्रीति परमारथ स्वारथु। कोउ न राम सम जान जथारथु।। बिधि हरि हरु ससि रबि दिसिपाला। माया जीव करम कुलि काला।। अहिप महिप जहँ लगि प्रभुताई। जोग सिद्धि निगमागम गाई।। करि बिचार जिंयँ देखहु नीकें। राम रजाइ सीस सबही कें।।
The munibar spoke when the moment was ripe: "Hear me, O sabhaasads, and you, wise Bharat." "Rama is dharma's dhureen, its very pillar, the bhaanu of the Surya-vansh. He is the King, and He is Bhagavan, self-sovereign." "He is satya-sandh, true to every vow, the guardian of the Shruti's sacred boundary. Rama's janma exists for the mangal of the entire jagat." "He follows the word of guru, pita, and maata. He is the crusher of every khal, every wicked force, and the benefactor of the devas." "In neeti, in preeti, in paramarth and swarth, none in all creation knows the truth of things as Rama does." "Brahma, Hari, Har, Chandra, Surya, the dikpals, maya, jeev, karma, kul, and kaal itself," "Ahip and mahip, wherever sovereignty extends, and every yog-siddhi that Nigam and Aagam have praised," "Consider this well in your hearts, look upon it clearly: Rama's rajaai rests upon the head of every being."
