वर्जयेन्म्लेच्छचाण्डालान् भक्तिशून्यान् दुराशयान् । हासकान्दूषकांश्चौरान हिंस्त्रान् शूद्रान् मलीमसान् ॥ ४७॥

varjayenmlecchacāṇḍālān bhaktiśūnyān durāśayān | hāsakāndūṣakāṃścaurāna hiṃstrān śūdrān malīmasān || 47||

The text instructs the organizer to exclude mlecchas and caṇḍālas, those devoid of bhakti or of malicious intent, mockers, revilers, thieves, violent people, śūdras, and those it calls impure.
