In resonant, formal words the heralds call every ruler to listen. They lift their arms high above the assembly, making their bodies visible across the crowded pavilion as they prepare to announce Videha's unaltered vow.

This is no private condition whispered between households. Janaka's promise is spoken before kingdoms, sages, citizens, and gods. Once the raised arms descend and the declaration is complete, pride must approach the bow openly. The silence of expectation becomes part of the proclamation.
