Each day Bharata comes before Rama's sandals and worships them. Love rises beyond what his heart can contain, turning the simple pair into the living center of Nandigram, palace, city, and realm.
The affairs of a kingdom still arrive in many forms. Petitions require answers, duties require action, and order must be maintained through the long appointed term. Bharata does not take that necessity as permission to possess the authority entrusted to him.
Again and again he asks the sandals for command, receiving every royal act as service performed under Rama's unseen gaze. Thus governance becomes contemplation made public. From the quiet place where the Lord's footwear rests, decisions travel outward through ministers and streets, while their source remains the absent king.
Ayodhya is governed from the place where Bharata's love kneels and asks Rama for permission.

नित पूजत प्रभु पाँवरी प्रीति न हृदयँ समाति।। मागि मागि आयसु करत राज काज बहु भाँति।।325।।
Each day he worshipped the Lord's sacred sandals with overflowing love that his heart could not contain. Seeking Rama's permission again and again through those holy padukas, he conducted the many affairs of the kingdom.
