Rama does not merely pardon those who approach. He reforms, honors, and raises them until people who arrived burdened by fault stand among the foremost saints.
This transformation protects the dignity of surrender. Refuge is not a hidden corner where the ashamed are tolerated. It is the place where grace restores the soul to a nobility it could not claim for itself.
Who else can sustain such a mighty vow? Human compassion may tire, calculate worthiness, or remember injury. Rama's mercy remains strong enough to carry the full weight of his own promise, making the uplift of the surrendered part of his eternal renown.
Rama keeps the honor of refuge by lifting those who bow before him until yesterday's fallen stand at the head of saints.

यों सुधारि सनमानि जन किए साधु सिरमोर। को कृपाल बिनु पालिहै बिरिदावलि बरजोर।।299।।
Thus honoring and uplifting every soul, He raised the noble saints to highest glory. Who but the compassionate Lord Himself could uphold such mighty vows of righteousness?
