Vasishtha asks that Bharata's humble petition be heard with full respect before any decision is fixed.
Then the assembly must deliberate again, allowing love to be tested and clarified rather than merely admired. Reverence must become a decision that can guide the kingdom.
The final action will draw together four witnesses: the counsel of saints, the voice of the people, the principles of royal governance, and the distilled essence of scripture. None may be discarded for convenience. Bharata's devotion enters a complete field of discernment where inward purity and public duty must become one decision worthy of Ram.
