Vasishtha reminds Ram that he dwells within all hearts. Noble impulse and crooked impulse, spoken plea and hidden motive, are already known from within.
No argument can give him information he lacks. The council therefore asks not for judgment from outside, but for wisdom arising from perfect inward knowledge.
Citizens, mothers, and Bharata must all be served by the remedy. Their needs pull in different directions, yet Ram knows the truth of each. Vasishtha places the impossible balance back in the hands of the one consciousness present within everyone concerned.
Because Ram inhabits every heart in the assembly, Vasishtha asks him to name the one remedy that can truly serve them all.

सब के उर अंतर बसहु जानहु भाउ कुभाउ। पुरजन जननी भरत हित होइ सो कहिअ उपाउ।।257।।
You dwell within the hearts of all and know every impulse, whether noble or base. For the sake of the citizens, the mothers, and Bharat, please speak the remedy that will bring true welfare.
