The ministers join their palms and add their voices to Vasishtha's counsel. The guru's command must be obeyed, they say, because the city cannot remain suspended without governance.
When Raghupati returns, the assembly can do whatever that future hour makes proper. Acceptance now need not decide ownership forever.
Their proposal separates present duty from final resolution. Bharata is asked to hold the kingdom through uncertainty, not to erase Ram's claim. Around him in the crowded royal hall, joined hands form a wall of agreement, yet the prince's inward objection still waits for language.
With folded hands, the ministers ask Bharata to serve the need before them and leave the final crown for Ram's return.

कीजिअ गुर आयसु अवसि कहहिं सचिव कर जोरि। रघुपति आएँ उचित जस तस तब करब बहोरि।।175।।
"The guru's command must surely be obeyed," say the ministers with folded hands. "When Raghupati returns, whatever is fitting, we shall do accordingly then."
